How many buttons should a controller actually have, not counting the D-Pad/Analog Sticks?

Just the face buttons, or do shoulder buttons and/or Start/Select buttons count too? (The SNES has 8 if you count the four face buttons, two shoulder buttons and the Start and Select buttons; all of the PlayStation controllers have 10; 12 if you count the two analogue sticks that can also be clicked as buttons)
